:brief history:

Leo was born on the Earth designated "Earth X.," an earth on which the Nazis won World War II and conquered the world as a result. Leo grew up in a blue collar family, with a mother, father and sister Lisa. Leo's father insisted Leo toe the line using his fists to bring his point across. Leo joined the Earth X version of Hitler Youth as soon as he was old enough even as he began to realize that he didn't quite fit the Aryan ideal. 

Things came to a head when Leo was 13, when he kissed a male member of his youth group and was rebuffed. The boy reported Leo and he was sent to a concentration camp. For two years. Leo suffered alone using the inner strength his father taught him to survive. When he was 15, Leo met Mickey "Mick" Rory, a hotheaded stubborn boy, whom Leo formed an instant bond with. The boys worked together to plot an escape and it succeeded. Leo headed home only to discover his transgression had sent his family, including his eight year old sister, to the camps where they were murdered. 

After the death of his family, Leo joined the Freedom Fighters with Mickey taking on the heroic moniker "Citizen Cold" and creating a cold gun for himself and a portable flame thrower for Mickey, who then became Earth X's version of Heat Wave. For years, the two men work together becoming the closest thing to family the other has. When a rescue mission goes south, Mickey is killed and Leo's heart is broken and he  closes himself off focusing on the next mission and the next person to save.

Leo's self imposed emotional exile ended when he met Ray Terrill aka the Ray, a hero from Earth One who was brought to Earth X after Earth X's Ray is killed on a mission and passed his powers on to his doppelganger. Ray and Leo fall in love and Ray is captured and sent to a concentration camp where Leo breaks him out. At the same time, Leo meets several heroes from Earth One and is convinced to help fight the Reichsman to save both his Earth and Ray's from disaster.

The final battle brings Leo into contact with Earth One's Mick Rory and sensing the same pain he himself feels, Leo decides to stay on Earth One with the Legends trying to help them face the loss of Martin Stein. His meddling comes to a head, when he and Mick explode at each other and admit they see nothing but the doppelgangers they lost. He and Mick come to the realization that they cannot force the other to be who they want, but they agree to be friends just the same.


Personality:

Leo has a sunny personality that hides a broken heart. He is always the first person to sooth someone in pain and he always tries to present a positive outlook even when things look grim. He is very charming with an easy smile that he isn't afraid to use to get what he wants. Ray even remarks on this telling Leo that a certain face always melts his heart to which Leo responds that is why he makes that particular face. Leo makes friends easily and isn't put off when someone rebuffs his friendly nature he just finds another way to get to know them.

Despite his charm and easy smile, Leo feels his losses deeply and painfully. He explodes in anger when he can no longer keep his feelings to himself and when speaking of Mickey, Leo's voice is full of grief and sorrow. He also has a tendency to jump into a situation feet first before thinking things completely through. He doesn't suffer fools and hates bullies with a passion fighting with everything he has for the innocent. Much like his Earth One counterpart, Leo has a sharp sense of humor that he uses to great effect when he needs to make a point. 

Leo is a very private person due to his life experiences. His relationship with Ray is conducted where people cannot see and he chooses his words with care revealing only what he wants people to hear.  While Leo considers himself a very moral person he has a bad habit of trying to force those morals onto other people. This more often than not backfires on him as happened with Mick Rory. But Leo always learns from his mistakes and is willing to either lead or follow depending on the situation.

Meta Power:

Leo will be given "the touch of ice." What this means is that he will need to touch a person or object in order to chill it. He can control the level of cold he gives off when he focuses. When he is angry or distressed, Leo will be unable to control his powers, which means he could accidentally freeze someone if he isn't paying attention. Nothing will happen if a person or object is touching him.

[Leo's device turns itself on, which he is completely unaware of. He is resting one hand against a wall and has no idea that he is causing ice to race upward along it.]

Hey sis...it's been a long time since we've talked I know, but it's been a busy few months. Did some traveling...met someone. You'd like him. Met some other people too. Heroes...good people. You'd like their world sis. People can say what they think here. I did and for once no one tried to kill me. It was weird.

[Leo smiles sadly]

I miss you Lisa. You deserve to be here...I don't. You should be living and laughing and loving. But you aren't and that's because of me. I'm sorry...so sorry.  I'll make it up to you somehow so that when we see each other again I can look you in the idea and be proud. I love you sis never forget that. I love you so much.


Third Person:

Leo picked up the piece of metal and looked it over with a critical eye. Powers weren't really his thing, that was more Ray's area and while he knew Ray would be willing to help him learn, Leo wanted to do this on his own. It wasn't a matter or pride not really, Leo was actually afraid of hurting anyone. This ability of his wasn't as wild as Killer Frost's, but it could still hurt someone if Leo wasn't careful. He eyes the bit of metal again and puts his free hand on it  focused on chilling it without breaking it.

Leo was good at controlling his emotions, but was he good enough? His heart stuttered slightly as the metal stayed warm. "Come on Leo," he muttered to himself and focused everything he had on himself and his powers. But no matter how hard he tried that metal refused to change temperature. He tossed it aside and bit off a growl.  He then glanced down and noticed his jacket covered left arm. Yanking up his sleeve he placed his free hand covering the blue numbers on his wrist. God how he hated those numbers, hated them with a passion.

He focused his eyes on his arms and imagined his new powers freezing those numbers off. He pushed all the pain and anger he'd felt for years into them. After a few moments, Leo yelped as his skin began to form  ice crystals where he was touching it. He looked at his wrist and frowned slightly when he saw they were still there. He sighed and shook his head. "We can't erase the past as much as we might want to," he muttered. And he of all people knew how true that was.
